Kirkland enforces Washington State Building Code amendments to the International Residential Code Sections R314 (smoke alarms) and R315 (carbon monoxide alarms), as well as RCW 19.27.530 governing residential CO alarm requirements statewide. Smoke alarms must be installed inside every sleeping room, immediately outside each separate sleeping area, and on every level of the dwelling including basements. New construction and substantial remodels require hardwired and interconnected smoke alarms with battery backup. CO alarms are required outside each separate sleeping area in dwellings with any fuel-burning appliance, attached garage, or fireplace. Since 2013, ALL existing residential units in Washington must have CO alarms installed regardless of age or fuel source at time of sale or rental. Landlords must provide working alarms at tenant move-in and tenants must maintain them after that. Sealed 10-year battery alarms are allowed for retrofits where hardwiring is impractical. Kirkland Fire Department offers free smoke alarms through community risk reduction for eligible residents.
