La Habra follows California state law and the adopted building and fire codes for smoke and carbon monoxide alarms. Every dwelling must have working smoke alarms in each bedroom, outside sleeping areas, and on every level, plus CO alarms where there is a fuel-burning appliance, fireplace, or attached garage.
California Health and Safety Code § 13113.7 requires smoke alarms in all dwelling units, and § 17926 requires carbon monoxide alarms in dwellings with a fossil-fuel appliance, fireplace, or attached garage. The California Building/Residential Code (adopted via LHMC Chapter 15.04) requires smoke alarms in each sleeping room, outside each sleeping area, and on every story — interconnected and hard-wired with battery backup in new construction and major remodels; CO alarms are required outside sleeping areas on each level. At point of sale of most residential property, the seller must certify compliance. Landlords must install and maintain alarms in rentals. La Habra's Building & Safety Division administers permits and inspections.
Missing or non-working smoke or CO alarms are code violations that can block a sale and create landlord liability. Under Health and Safety Code § 13113.7, a smoke-alarm violation can carry a civil penalty of up to $200 per offense.
