On March 24, 2025, OSFM issued the 2025 Recommended LRA FHSZ maps for Riverside County. The Menifee-specific 2025 map shows urban low-lying areas (Sun City, central Menifee, Romoland flats) generally classified Moderate FHSZ, while hillside / foothill parcels (parts of Quail Valley, terrain adjacent to the Menifee Hills and Double Butte) are Very High FHSZ. Government Code §51179(b)(3) bars local agencies from downgrading OSFM designations; Riverside County Fire is not proposing upgrades. Consequences by zone: (a) Very High FHSZ — 100 ft defensible space under GC §51182 / PRC §4291, ignition-resistant construction for new residential builds under California Building Code Chapter 7A (Class A roof, ember-resistant vents, fire-resistant siding and eaves, tempered/dual-pane windows), and mandatory Natural Hazard Disclosure on real-estate sales per Civil Code §1103.2; (b) High FHSZ — similar new-construction Chapter 7A standards and disclosure; (c) Moderate FHSZ — disclosure under Civil Code §1102.6c plus baseline maintenance. Menifee's Safety Element S-4 also identifies wildfire as a primary hazard and adopts mitigation policies. Property owners can verify their parcel's zone using the OSFM FHSZ Viewer or the Menifee-specific 2025 fire map at cityofmenifee.us/1088/Fire-Maps.
Failure to maintain defensible space in a Very High FHSZ is a violation of PRC §4291 / GC §51182 enforceable by CAL FIRE inspectors and Menifee Code Enforcement under MMC §1.01.200. Failure to disclose FHSZ status on a real-estate sale can create civil liability under Civil Code §1103.13. New construction failing CBC Chapter 7A in a Very High FHSZ cannot obtain a Certificate of Occupancy.
