Montebello is mostly flat urban land, but roughly 600 acres of hillside and oil-field terrain on the southwest edge are mapped by CAL FIRE as fire hazard severity zones, including some very high hazard areas. Homes in those zones face state defensible-space and building requirements.
Montebello is not a broad wildland-interface city; most of it is flat, built-out development. But CAL FIRE's 2022 Fire Hazard Severity Zone maps place more than 600 acres — mainly hillside neighborhoods and the Montebello Hills oil-field area — into moderate, high, or very high zones in the Local Responsibility Area. The Montebello Fire Department's Community Risk Reduction Division administers these zones and posts the maps. Properties in a Very High Fire Hazard Severity Zone follow the defensible-space law (Public Resources Code 4291), requiring 100 feet of vegetation management, plus Chapter 7A wildfire-hardened construction under the building codes adopted as MMC Chapters 15.04 and 15.68. AB 38 defensible-space and hazard disclosures apply at sale.
Failing to keep defensible space in a mapped hazard zone is enforceable under Public Resources Code 4291 and the nuisance-abatement process (MMC Chapter 8.16), letting the city clear vegetation and lien the cost. Construction omitting Chapter 7A can be denied.
