Sutter County, CA Fire Regulations: Wildfire Zones (2026)

Wildfire hazard in Sutter County is low across most of its area because the landscape is dominated by flat, irrigated agriculture - rice fields, orchards, and row crops - which limits the continuous wildland fuels that drive large fires. The principal exception is the Sutter Buttes, a small isolated volcanic mountain range rising from the valley floor, where grass and brush create meaningfully higher fire risk during dry months. California's Fire Hazard Severity Zone (FHSZ) system, administered by CAL FIRE and the Office of the State Fire Marshal, classifies land as Moderate, High, or Very High hazard. CAL FIRE released updated FHSZ maps for State Responsibility Areas and, in 2024-2025, recommended new Local Responsibility Area maps; Sutter County is among the North State counties that received new hazard designations, including higher-hazard zones associated with the Buttes and surrounding terrain. Once the State Fire Marshal issues recommended LRA maps, local agencies must adopt them by ordinance, generally within 120 days. Properties in designated High or Very High zones, and those in State Responsibility Areas, are subject to defensible-space requirements (PRC 4291) and to wildfire building standards for new construction. Most valley-floor parcels remain outside the highest hazard categories.
