Large portions of unincorporated LA County are designated Very High Fire Hazard Severity Zones (VHFHSZ) by CAL FIRE and LA County Fire Department. These include the Santa Monica Mountains, San Gabriel Mountain foothills, Malibu-area communities, and other hillside areas. Properties in VHFHSZs must comply with enhanced building standards (Chapter 7A of CA Building Code) including fire-resistant roofing, exterior walls, vents, and decking. New construction requires a Fire Protection Plan. Real estate sellers must disclose VHFHSZ status. Insurance availability and cost are significantly affected.
Building in a VHFHSZ without compliant fire-resistant materials violates the CA Building Code Chapter 7A. Permits will not be issued for non-compliant construction. Existing structures undergoing major renovation (over 50% of value) must be brought into compliance. Failure to maintain defensible space in VHFHSZs carries heightened penalties including fines up to $1,000 and county-performed clearance at owner's expense.
