Arcadia, CA Food Trucks & Mobile Vendors: Food Truck Permits (2026)

Section 9104.02.220 governs off-street mobile food vending. No mobile vendor vehicle can operate on private property without filing for and receiving approval of a Temporary Use Permit, and none is issued unless the vehicle conforms to the subsection and the Temporary Use Permit findings can be made. Under § 9107.23.060 the application is filed at least 30 days before the scheduled date, and the Director has 30 days after a complete application to act, with no public notice or hearing for the Director's decision. Vehicles that are part of a certified farmer's market, an authorized street fair, or another event under a special City permit are exempt while following that permit.

Operating rules are specific. The vendor obtains the location owner's written approval, gives a copy to the Director with the application, and keeps proof in the vehicle for a peace officer or authorized City employee. The vehicle stops only on concrete, asphalt, or another impervious surface. The vendor removes litter within a 25-foot radius, discharges no liquid onto City streets, storm drains, catch basins, or sewer facilities, and removes temporary shade structures whenever the vehicle is not operating. No amplified music or loudspeakers are permitted. Vending cannot start before 8:00 a.m. or continue after 11:00 p.m., including set-up and clean-up.

Credentials are layered. The vendor needs a valid City business license under Municipal Code Article VI, with evidence of insurance against liability for death or injury. The vendor also needs a valid Los Angeles County Department of Health permit, carried at all times while operating in the City. The Arcadia Fire Department inspects and approves each vehicle before the initial business license issues. Cooking equipment producing grease laden vapors needs a UL 300 listed automatic fire extinguishing system, and every vehicle carries a Class K fire extinguisher.

Vending in the public right-of-way falls under Section 3231 et seq. There, § 3234.2 bars operating within ten feet of a business entrance while the business is open, within 25 feet of a controlled intersection or bus stop, and within 300 feet of a public school between 7:00 a.m. and 5:00 p.m. on school days.
