Section 8-1-8 makes it unlawful to operate a food establishment or as a mobile food vendor without a valid permit from the city health officer, and a valid permit must be displayed on every mobile food vending unit; permits aren't transferable between owners or vehicles. Section 8-1-9 requires a written application listing the applicant's name, address, and the type and location of the proposed operation, followed by a pre-issuance inspection to confirm compliance. All permits, mobile or fixed, expire December 31 of the year issued, no matter when in the year they were granted, so vendors renew annually regardless of start date.
