St. Peters, MO Food Trucks & Mobile Vendors: Food Truck Permits (2026)

St. Peters Municipal Code Section 230.215 amends the adopted 2017 Food Code with local Section 8-301.11.1, Prerequisite for Operation. No person may operate a food service establishment, including a mobile food unit or pushcart, without a current, valid business license issued by the City Clerk, and only an operator who complies with this Article may receive or retain that license. Subsection C requires mobile units and pushcarts to operate from a commissary or other fixed food service establishment and to report there at least daily for supplies and for all cleaning and servicing operations; the commissary itself must be built and run to the same Article standards as a stationary restaurant.

Section 8-302.11 requires an application at least fourteen calendar days before the planned opening date, and licenses run the calendar year, renewing annually under Section 605.055. Fees follow the schedule in Section 8-303.20: a new establishment pays a one hundred dollar ($100.00) initial fee plus twenty dollars ($20.00) per amusement device, and renewal fees scale with seating capacity from one hundred dollars ($100.00) up to two hundred fifty dollars ($250.00). An operator whose license was finally suspended or revoked and who reapplies pays only the minimum fee.

The City of St. Peters Health Department, through its Health Officer and Health Supervisor, enforces these requirements and may suspend or revoke a license for noncompliance found on inspection. Ice cream trucks, a specific class of motorized mobile food unit under Section 6-103.11, carry added safety-equipment rules such as backup alarms, convex mirrors and warning signage, unless the truck parks and serves from one spot for thirty minutes or more.
