St. Peters, MO Food Trucks & Mobile Vendors: Vending Zones (2026)

St. Peters' Municipal Code defines an itinerant vendor broadly enough to reach mobile food vending: anyone who, for a temporary business, uses a vehicle parked on premises where they lack exclusive right of possession under ownership, lease or rental agreement, in order to offer goods, wares or merchandise for sale, is an itinerant vendor under Section 605.001. That sweeps in a food truck parked on a lot it does not own or lease. Section 605.185(F) flatly bars itinerant vendors, including mobile food vending trucks, from being licensed in any residentially zoned area of the City of St.

Peters. Section 605.185(G) further requires an applicant to obtain use review and approval from the Planning and Zoning Commission for each and every specific location where vending is proposed, before any vending activity begins there. Three narrow carve-outs skip that Commission review: a business that already holds a valid annual City business license and wants to vend outside its own structure for five days or less on activities tied to its regular business; a registered charitable entity vending for no more than five days; and any vendor operating inside an enclosed shopping mall in a "C-4" Zoning District that already holds a business license.

Section 605.185(A) also requires the application to state the zoning category of the proposed site and written permission from the property owner if the applicant is not the owner, and Section 605.185(H) sets license terms of up to four consecutive days, or a separate "C-4" license for malls, with fees on the schedule at Section 605.013.
