Chapter 49 - Mobile Food Vending Units governs food trucks, trailers and kiosks operating from private or public property (not streets or highways). 2 bars operating a mobile food vending unit "without the proper licensing," requires the license to be renewed annually and displayed prominently on the unit, makes licenses non-transferable, and requires any change to application information to reach the City Clerk within ten days. 3 runs the license year January 1 through midnight December 31, with nonrefundable fees and a 21-day window for the City Clerk to approve or deny a complete application after input from the Police, Fire, Planning, Purchasing and Treasurer's departments.

4 sets the application content: commercial general liability, automobile liability and workers' compensation coverage naming the City as additional insured, with auto and general liability of not less than $1,000,000; a state Foodservice Establishment License; written landowner permission for private-property vending; and applicant identification, business name, food description, vehicle and registration details, and disclosure of any prior license denial, revocation or relevant criminal history. 7 exempts vendors authorized as part of an official City fair, festival or event, or already licensed under another Code section.

6 lets the City Clerk immediately suspend a license for a Chapter 49 violation, a false application statement, activity contrary to public health or safety, loss of a required state or county authorization, or a qualifying arrest, with a 14-day window to appeal in writing to the City Manager.
