York County, VA Food Trucks & Mobile Vendors: Food Truck Permits (2026)

In York County, Virginia, mobile food vending vehicles, commonly called food trucks, may not operate on commercial or industrial property without an administrative permit issued under York County Code § 24.1-453. The rule applies whenever a truck is not part of a special event such as a festival or grand opening, where food vending is treated as accessory to the event instead. To apply, the operator submits to the Zoning Administrator a copy of a valid York County business license, which must stay posted inside the vehicle at all times of operation, and a valid health permit from the Virginia Department of Health confirming the mobile food vending operation meets state food-safety standards; the health permit must remain current for the life of the zoning permit.

Once approved, the administrative permit runs for a maximum of one year, but the operator can request a written renewal before it lapses rather than reapplying from scratch. A truck that sets up inside a dedicated food truck park under § 24.1-474.1 still needs this same § 24.1-453 permit for each individual vendor, on top of the park-wide standards the park operator must meet. The Zoning Administrator can revoke the permit at any time if the holder fails to fix a violation within the deadline set in a written notice of violation; the operator can appeal that revocation to the Board of Zoning Appeals rather than losing the permit outright.
