Section 77-49(n)(2)a makes it unlawful to operate a food truck or mobile food establishment on any street, public street, street right-of-way, sidewalk, parking lot, or city-owned, leased, or controlled property without first obtaining every permit required under Chapter 77 and Chapters 32 and 53 of the Farmersville Code, meaning a vendor needs the food-truck use approval, a Texas Food Establishment Rules health permit, and a Chapter 53 solicitor's permit before setting up anywhere on public right-of-way. Subsection (2)b adds that the operator must carry that valid solicitor's permit and health permit in hand while working.
