57A, adopted by Ordinance 2171 in 2019, governs vending from a cart or by a single person on a public sidewalk, parkway, pedestrian path or park pathway. 02. 030 must include a nonrefundable processing fee, a description of goods, whether the applicant is stationary or roaming, a valid business license, a seller's permit number from the California Department of Tax and Fee Administration, and, for food vendors, a food handler certification and Los Angeles County health department approvals. 070. 96. in residential areas, and vendors must maintain a three-foot pedestrian clearance and clean up trash within a fifteen-foot radius before leaving.

100 sets administrative citation amounts: for a permitted vendor, $100 for a first violation, $200 for a second, and $500 for each additional violation within a year; for vending without any permit, $250, $500 and $1,000 for successive violations, though those amounts drop to the lower schedule once a valid permit is shown. Violations are civil administrative citations only, never a criminal infraction or misdemeanor, and the hearing officer must consider the vendor's ability to pay.
