Jacksonville's Sidewalk Vendors ordinance (Ordinance Code Part 3, Chapter 250) requires a Tax Collector permit before selling or distributing food, beverages, merchandise or services on any city sidewalk: operating without one is a class C offense. Vendors can only set up along rights-of-way with curbs, gutters and sidewalks in commercial or industrial zones, and carts can't obstruct more than half a sidewalk's width. Placement is tightly restricted: at least three feet from the paved street, ten feet from driveways and fire hydrants, 15 feet from crosswalks and building exits, 20 feet from bus stops, 25 feet from intersections, and 300 feet from an existing business selling similar goods. Vendors must also carry $200,000 in liability insurance.

Vending without a Tax Collector permit, or placing a cart within the buffer zones, is a class C offense: up to a $100 fine or 60 days in jail per Sec. 632.101.
