Milpitas Municipal Code § V-100-10.11 targets the vehicle a vendor works from, not a sidewalk stand: it makes it unlawful to stand or park a vehicle, wagon or push-cart from which goods, merchandise, fruits, vegetables or foodstuffs are sold, displayed or offered for sale, or any lunch wagon or eating car, on any street in the City of Milpitas. Milpitas does not maintain a separate sidewalk vendor permit ordinance in its Municipal Code beyond this vehicle-parking distinction and the zoning definition, so the parking exemption for defined mobile food vehicles is the operative local rule distinguishing food trucks from other street vendors.
