Section 77-9 lays out where a licensed street vendor may physically operate. Subsection A bars vending within 10 feet of any driveway, bus stop or crosswalk, within 20 feet of any intersection, or inside any metered parking space. Subsection B bars a vendor's vehicle, stand or equipment from touching, leaning against or being affixed to any building or structure, naming lampposts, parking meters, mailboxes, traffic signal stanchions, fire hydrants, tree boxes, benches, bus shelters, refuse baskets and traffic barriers. Subsection C requires all goods to stay contained on or within the vendor's vehicle or stand, or on the vendor's person, and bars placing merchandise directly on a street, sidewalk or public place.

Subsection D caps stand size at five feet by three feet and requires stands to be portable and not obstruct pedestrian or motorist sightlines. Subsection E bars locating a vehicle or stand so it obstructs pedestrian or vehicle traffic or interferes with the public's use of the area, and Subsection F bars stands from public streets or highways altogether and requires vending vehicles to obey traffic and parking laws while keeping a clear passageway open for vehicular traffic.
