54 of the Orange Municipal Code, adopted to implement Senate Bill 946, requires every sidewalk vendor, whether roaming or stationary, to hold both a City business license from the Finance Department and a Sidewalk Vending Permit from the Community Development Department before vending (Sec. 030). The permit application under Sec. 040 demands a government-issued photo ID, fingerprints submitted to the Chief of Police, proof of a food handler course and current Orange County Food Facility Health Permit for food vendors, a seller's permit, two passport photos, a five-year conviction history disclosure, and $1,000,000 in general liability insurance naming the City as additional insured.

Permits run one year and are non-transferable (Secs. 080). 100(E) bars stationary vending and prohibits roaming vendors from stopping to sell within specific distances: 25 feet of intersections, traffic signals, fire hydrants, marked crosswalks, and business entrances; 50 feet of driveways, other vendors, and railroad crossings; and 500 feet of any certified farmers' market, permitted swap meet, school, place of worship, child day care, college campus, major transit stop, freeway on/off-ramp, or Civic Center, police, or fire facility. m.
