030(A) makes it unlawful to engage in sidewalk vendor activities anywhere in Newport Beach without first applying for and receiving a permit from the Administrative Services Director. 020(B)(20) is a person selling food or merchandise from a nonmotorized 'sidewalk vending receptacle,' a pushcart, stand, pedal-driven cart, wagon, or similar conveyance, or from their own person on a public sidewalk or pathway; motorized food trucks fall outside this definition. 08. 040 gives the Administrative Services Director 30 days to approve a complete application if the vending will not interfere with traffic, pedestrians, City operations, or require diverting police officers; permits expire after 12 months and are nontransferable.

050(H) caps every sidewalk vending receptacle, with attachments, at a maximum of four feet in height, width, and length, bans propane, natural gas, batteries, or other hazardous materials on the cart under subsection (I), and requires a four-foot clear accessible path be kept free of obstructions under subsection (N). 070 sets a graduated administrative-fine schedule: for a vendor who holds a valid permit, fines run $100 for a first violation, $200 for a second within a year, and $500 for each further violation; for anyone who cannot show a valid permit at all, those fines jump to $250, $500, and $1,000. 070(D).
