Newport Beach limits mobile food vending to commercial (CG, CR, CV) and industrial (IG, IL) zoning districts under the city's zoning code and NBMC Chapter 10.50. Food trucks are specifically prohibited from operating on residential streets and in residential zoning districts (R-1, R-2, RM). Vending on public beaches, in city parks, and on harbor-adjacent public rights-of-way requires a special event permit coordinated through the Recreation and Senior Services Department. The city does not designate permanent food truck lots or pods. Private property operators may host food trucks with the property owner's written consent, provided the parcel is in an eligible zone and adequate parking is maintained. Food trucks must not operate at any single location for more than 60 minutes and must relocate at least 500 feet before stopping again, as measured from the previous vending position. No food truck may return to the same location within two hours. Trucks operating on private property under an event permit may be exempt from the one-hour rule for the duration of the permitted event. Vending is prohibited within 500 feet of a school during school hours. Operations must not obstruct traffic, block fire lanes, or impede pedestrian access. Sound amplification equipment including loudspeakers and bullhorns is prohibited. All food truck operations must cease by 10:00 PM.
Vending in a prohibited zone results in a citation with fines starting at $250 for the first offense. Operating within the school buffer zone during school hours carries enhanced penalties. Blocking traffic or fire lanes may result in vehicle impoundment in addition to citations. Repeated zone violations can lead to revocation of the city business license and mobile food facility permit.
