, governing sidewalk vendors. 03 requires every sidewalk vendor, whether a "stationary sidewalk vendor" operating from a fixed cart or a "roaming sidewalk vendor" who moves between stops, to first obtain a vending permit from the Administrator, the Assistant City Manager or designee, before vending, and to comply with whatever terms and conditions the permit sets. 04 spells out the application: valid photo identification, the vendor's name, address and phone number, proposed hours and days of operation, whether the cart is stationary or roaming, the proposed location or route, the type of food or merchandise, proof of a business license under Title 3, Chapter 1, the application fee set by City Council resolution, a state seller's permit, and, for food vendors, a San Mateo County Environmental Health Services Division health permit and food handler certificate.
