Pacifica's sidewalk vending location rules sit in Chapter 18 alongside the permit requirements. 06 bars any stationary vending cart from operating in a residential-zoned area at all; a roaming vendor may enter a residential zone but must keep moving except to complete a sale. 07 sets fixed buffers that apply citywide: no cart within 10 feet of a marked crosswalk or ADA ramp, 10 feet of an unmarked crosswalk's curb return, 5 feet of a fire hydrant, 5 feet ahead and 45 feet behind a bus stop sign, inside a marked bus zone, 10 feet of a transit bench or shelter, 5 feet of a driveway, 18 inches from the curb edge, or 5 feet of a public bench, and carts cannot be chained to poles, signs or trees or left unattended.
