18(D)(6) makes it unlawful for a mobile vendor to be located on a public sidewalk or to interfere with the free passage of pedestrian traffic on a public sidewalk, a flat prohibition that applies to every mobile vending vehicle covered by the section. 18(D)(7) separately bars a vendor from interfering with or restricting the ingress or egress of an abutting property owner or tenant, or obstructing access to fire, police, emergency, or sanitation vehicles or personnel. 18(E)(9) layers on a minimum five-foot clear distance from any alley, crosswalk, fire hydrant, or similar public or emergency access feature in or near the sidewalk, and allows the city to require a greater clearance where necessary; vending in that clear path must also comply with all applicable fire, life safety, and ADA requirements and cannot create a hazardous condition.
