9, the 'Vehicle Vendor Ordinance,' governs any vendor who sells from a vehicle, splitting them into mobile vehicle vendors, who move between spots, and stationary vehicle vendors, who park in one place more than three hours. Subsection C's general requirements apply to both: a vendor must license or register the business under Section 18-1 or Section 18-2, list the make, model and license plate of every vending vehicle on the application, and display the resulting vehicle vendor permit on the outside of the vehicle at all times.

A vendor selling food or drink must also obtain and display a valid food establishment permit from the New Mexico Environment Department. 10(A)(27), currently $100 per vehicle per year, which folds in any required annual fire inspection fee. Subsection C bans loudspeakers or sound amplification outright and requires vendors to keep the area around their vehicle free of litter and remove any refuse from vending off-site. If the city gives a vendor 15 days' written notice of a code or state-law violation and it is not fixed, the city manager can revoke the vendor's permit, subject to an appeal to the governing body within 15 days.
