9(D) adds location limits specific to mobile vehicle vendors, those that move between spots and stay three hours or less. They may vend only on public streets, public parking lots, or private streets and lots with the property owner's written permission, and only in single, legal parallel-parking spaces on public streets, paying any parking meter or lot fee that applies; a vendor at a one- or two-hour meter who pays the meter may stay up to three hours without a ticket. A mobile vendor cannot park more than three hours per day at one spot, and cannot return within a 300-foot radius of an earlier spot the same day, unless working a permitted special event with the sponsor's written consent.

A mobile food or beverage vendor also cannot park within 150 feet of a restaurant's street-level entrance while that restaurant is open, absent the restaurant owner's written permission or a special-event authorization. Separately, subsection C(7) and (8) bar vehicle vendors altogether from the Plaza, Plaza Park and Plaza periphery, and from public or private streets in the Canyon Road periphery area, unless the governing body authorizes it by resolution or, for the Plaza, up to five vendors join a permitted special event with the sponsor's written permission.

Stationary vehicle vendors, who park over three hours, face a separate rule in subsection E: they may locate only on private property, with the owner's written permission, in a zoning district where that vending use is permitted under Section 14-6 of the Land Development Code.
