Walla Walla County, WA Food Trucks & Mobile Vendors: Sidewalk & Mobile Vending (2026)

Section 5.06.020 of the county's peddler and hawker chapter lists eleven categories exempt from the peddler license requirement, and two of them cover sidewalk food sales directly. Subsection B.9 exempts "food vendors who have received appropriate licenses from the Walla Walla County Community Health Department," but adds that any food vendor who has not been licensed by the Health Department is still subject to the chapter's penalties as well as county or state health code penalties. Subsection B.11 separately exempts "sidewalk refreshment stands operated by minors," covering the classic lemonade-stand scenario without any health or peddler licensing at all.

For anyone running an actual food truck, cart, or vending unit, the real permit lives in Chapter 8.32's Community Health Department fee schedule rather than the peddler chapter. Section 8.32.040.C prices "Mobile and vending food units" by risk category: $200.00 for Category 1, $320.00 for Category 2, and $535.00 for Category 3, based on the eleven risk factors in Section 8.32.035 covering things like bare-hand contact, hot and cold holding, and highly susceptible populations served. A seasonal mobile unit operating six months or less pays a reduced rate of $110.00, $160.00, or $270.00 depending on category. So a sidewalk vendor selling only lemonade as a minor needs no permit at all, but a food truck or cart selling prepared food needs the Health Department's annual mobile-unit permit, not a peddler license.
