Article IX of Chapter 14, titled Peddlers, Hawkers, Itinerant Merchants and Transient Vendors, licenses home solicitation sales under § 14-609 and sets door-to-door hours under § 14-611. Section 14-612 closes off an obvious workaround: it bars anyone operating under that home-solicitation license (§§ 14-606 through 14-611) from taking sales outdoors at all, whether from a pushcart, a mobile cart, a mobile or stationary stand, or any other form of outside sale. In other words, a peddler's or hawker's license lets a person go door to door, but it does not authorize setting up a curbside or sidewalk stand.

The section is careful to preserve the separate mobile food vendor scheme: it states expressly that the outdoor sales ban shall not affect the provisions of section 14-481 herein regarding mobile food vendors, so a properly licensed mobile food preparer or dispenser under Division 3 can still sell food outdoors at the locations and hours § 14-484 authorizes. Violating the outdoor sales prohibition is punished the same way as other Article IX violations: § 14-607 fines the offender as provided in § 1-13 of the Code, and treats each day of a continuing violation as a separate offense.
