Waukegan, IL Parking Rules: RV & Boat Parking (2026)

08 of the Unified Development Ordinance is Waukegan's dedicated recreational vehicle parking standard, and subsection E sets the core location rule: RV, trailer, or boat parking and storage is confined to the interior side yard and/or rear yard, behind the front line of the primary structure, so no RV can sit in a front yard on a permanent basis. An RV parked in the interior side yard must stay at least one foot from the side lot line and is barred entirely where the driveway is a shared access drive serving two adjacent properties; an RV in the rear yard must stay at least three feet from the rear lot line.

Subsection F carves out a short-term exception for loading, unloading, and maintenance in any yard, including the driveway, capped at 24 hours, though the Zoning Administrator can grant a written extension if requested at least seven business days ahead and must rule on that request within five business days. Subsection G requires the parking surface itself to be hard, all-weather, and dustless, sized at least as large as the vehicle parked on it, while subsection H requires screening, either a solid opaque fence built to the City's fence standards or landscaping with at least 75 percent opacity at a height of six feet.

Subsections A through D add that an RV cannot be used as a dwelling, cannot connect to sewer or water except for temporary maintenance, must remain operable and capable of timely removal, and can only be owned, leased, or rented by the lot's own occupant.
