Illinois 625 ILCS 5/4-201 through 5/4-214 governs abandoned vehicles statewide. A vehicle is deemed abandoned if left on public property for 7 days (or 24 hours on tollways), or if left on private property without owner consent. Lake County Sheriff or municipal police affix a notice; after 7 days the vehicle may be towed to a licensed relocator. On private property in unincorporated Lake County, the Lake County Unified Development Ordinance (UDO) prohibits storing junked, inoperable, or unregistered vehicles in residential districts unless fully enclosed in a garage or behind a 6-foot opaque screening fence. Vehicles with flat tires, missing plates, expired registration more than 60 days, or significant collision damage qualify as inoperable. Active restoration projects may claim exemption with documentation.
Public property: 7-day notice then tow at owner expense ($200 to $400 plus storage $25 to $45/day). Private property UDO violations: written notice with 15-day compliance; fines $100 to $750 per occurrence under Lake County Code. Unclaimed towed vehicles sold at public auction after 30 days.
