Waukegan, IL Parking Rules: Preferential Parking Districts (2026)

Sec. 1 lists more than 50 named streets and street segments, including Butrick Street, Campus Circle, Country Lane, Hyde Park Avenue, Martin Luther King Jr. Avenue and Victoria Lane, that are designated permit parking only, along with additional areas cross-referenced under Sec. 21-121, 21-122 and 21-146. Permits are issued only to residents, and only through the police department traffic division, and an applicant must show proof of a current city vehicle sticker along with proof of current address as the clerk may require. Each permit specifies an expiration date.

The code caps the number of permits per address: a single-family residence may receive up to two residential permits, and a multi-family residence is likewise capped at two. No permit will be issued to anyone who lacks a current city vehicle sticker or who is liable for unpaid traffic tickets, tying parking privileges directly to the city's separate vehicle licensing and ticket-payment systems. Violations of the resident permit parking rules are punished under the fine schedule in Sec. 21-19, and enforcement runs through the city's administrative adjudication system for parking tickets described in Sec. 21-137, which lets a cited resident contest a ticket before a hearing officer or pay the assessed fine.
