Waukegan, IL Parking Rules: Street Parking Limits (2026)

Section 21-116 of the Waukegan Code of Ordinances lists specific places where parking is banned outright unless a driver is avoiding a traffic conflict, complying with law, or following a police officer's direction. Blocking a driveway is prohibited under item (2), which bars parking 'in front of a public or private driveway or upon any driveway apron.' Parking is also banned within an intersection (item 3), within 15 feet of a fire hydrant (item 4), on a crosswalk (item 5), and within 20 feet of a crosswalk at an intersection (item 6). Section 21-116(b) makes clear that posted signs controlling a specific area override the general list if the signage states different restrictions.

Separately, section 21-124 governs how a legally parked vehicle must sit: parallel with the curb, facing the direction of traffic movement, with both curbside wheels within 12 inches of the curbline, except on streets marked for angle parking. A car parked facing oncoming traffic, i.e. the wrong way, violates this section even if it is not blocking anything else.

Enforcement runs through the city's administrative adjudication system under section 21-137. Any police officer, traffic control aide, or other person the traffic compliance administrator designates can issue a violation notice affixed to the vehicle or mailed to the registered owner. The registered owner is presumed responsible for the fine regardless of who was driving.
