Waukegan, IL Parking Rules: Overnight Parking (2026)

Section 21-119 of the Waukegan Code of Ordinances imposes three separate overnight restrictions, all running between 2:00 a.m. and 6:00 a.m. every day. Subsection (a) bans parking entirely, at any point in that window, on 17 named street segments, including stretches of Belvidere Street, Genesee Street, Grand Avenue, Lake Street, Madison Street, Sheridan Road, Washington Street, and West Street. Subsection (b) adds a citywide height rule: no vehicle whose permanent structure exceeds eight feet, six inches may park on any street during those hours, regardless of location, reaching box trucks, RVs, and similar tall vehicles everywhere in the city.

Subsection (c) is the general sticker requirement that applies citywide: no vehicle may park anywhere within the municipal limits between 2:00 a.m. and 6:00 a.m. unless it 'bears a current city sticker,' or unless the police department has received prior notice of circumstances requiring an exception. The department has discretion to allow parking without a sticker on a day-to-day basis once notified, so a visitor or a resident with an unregistered vehicle has to call ahead rather than assume the rule will be waived automatically.

These overnight rules sit alongside the separate alternate-side night parking scheme in section 21-130 and the snow-emergency parking ban in section 21-129, but section 21-119 itself is the baseline sticker-and-hours requirement that applies every night of the year, not just during snow events. Enforcement runs through the same citywide administrative adjudication process as any other parking ticket.
