Woodbridge, NJ Food Trucks & Mobile Vendors: Sidewalk & Mobile Vending (2026)

Woodbridge Code § 35-2.3 states that no person shall operate a retail food establishment, restaurant, itinerant restaurant, mobile retail food establishment, temporary retail food establishment, agricultural market, tavern, liquor store, flea market food establishment, maintain a food vending machine, or peddle or vend food from a vehicle within the Township without first making written application for a license. The application goes to the Division of Health in the Department of Health and Human Services, the agency that administers Chapter 35's food licensing scheme.

Vendor categories carry different definitions and fees under §§ 35-16.1 and 35-16.2. An Itinerant Food Vendor is defined as a person or business selling or exhibiting food from a stationary location on or within a vacant lot or structure for no more than 100 days, and pays a $125 fee. A Temporary Food Vendor sells from a stationary location for no more than seven days and pays $50. A Mobile Unit, covering trucks and carts that move rather than sit at one fixed site, carries a $150 annual fee, while a Kiosk is licensed at $200. All run on a calendar-year term and are subject to a 20% late fee if not renewed within 60 days of expiration.

Anyone operating without the license, or violating a condition attached to it, is liable under § 35-2.6 to the general penalty in Chapter 1, § 1-5: a fine of up to $2,000, up to 90 days in the county jail, or up to 90 days of community service, at the court's discretion. Each day the violation continues counts as a separate offense, so an unlicensed vendor working a multi-day event can accumulate several counts.
