1 governs mobile food trucks specifically within the zoning district labeled "Central Business District" on the Official Zoning Map. Subsection (b) confines truck operation to "marked, designated vending areas" that the City Manager establishes and signs in the public right-of-way, with a map of those areas available from the City Clerk. unless a zone says otherwise, on a first-come, first-served basis; a truck can occupy one spot for a maximum of four consecutive hours and then may not return to that same spot for at least two hours; no service area may block vehicle, bicycle or pedestrian flow; no other vehicles, including a tow vehicle, may park in the vending area while the truck operates; tents, tables and chairs are barred, though one portable sign of up to 6 square feet is allowed; noise from generators or music is capped at 75 decibels measured from 10 feet away; and the vendor must clear all trash within 100 feet of the site.
