Section 167-14C sits in Chapter 167's list of prohibited acts for hawkers, peddlers and solicitors, which by definition in § 167-1 covers selling food or merchandise from a public street, place or vehicle. It bars peddling, vending or selling goods or wares within 200 feet of any place occupied exclusively as a public or private school or for school purposes, and separately bars letting a cart, wagon or vehicle stand on a public highway within that same 200-foot distance of school property. The rest of § 167-14 rounds out the town's mobile-vending restrictions: subsection A bars entering private property to peddle or solicit before 9 a.m. or after 9 p.m. without an invitation, subsection B requires honoring posted 'No Peddlers' or 'No Solicitors' signs, and subsection F separately bans fixed street-side booths or stands.

A vendor also needs the underlying hawker/peddler license issued by the Town Clerk under § 167-3 before selling anywhere in town. Enforcement of the 200-foot school buffer, like every other Chapter 167 prohibition, runs through the chapter's general penalty section, § 167-17, which makes a violation punishable by a fine not exceeding $250, imprisonment not exceeding 15 days, or both.
