Chapter 349 defines a MOBILE VENDING UNIT as "a person or persons engaged in mobile vending and who may be approved to utilize designated parking spaces dedicated for their use in municipal parks" (§ 349-2), and creates a PEDDLER, CLASS 2 license specifically for "peddling in and on public streets with the additional ability to access Hamilton Township municipal parks at designated mobile parking spaces for a period of time." Section 349-10C caps the number of these licenses at six and confines sales to five named spots: the east, west, north and south side entrances of Veterans' Park, and Kuser Park.

Getting one of the six licenses is not first-come, first-served: § 349-10D requires the Township to award Peddler, Class 2 licenses through the competitive bid process of the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., with a minimum bid of $500 as set in Chapter 215, Fees. The general peddling rules in § 349-10A and B still apply on top of the park-space assignment: no sales inside a moving or improperly parked vehicle, no parking longer than three minutes after the last sale, no glass-container sales, and a mandatory trash container at every unit.

Vendors also cannot stop within 1,000 feet of a transient merchant, another peddler, or an open school entrance. Enforcement runs through § 349-11, which directs any Township police officer to demand proof of license from anyone seen vending and to enforce the chapter against unlicensed operators.
