Section 111.01 defines ITINERANT VENDOR as any person using a cart, table, equipment, tent, or other apparatus that is stationary but not a permanent fixture on a lot, used for the retail sale, display, or accessory advertising of merchandise or food, a definition that captures mobile food carts and food trucks operating from a fixed spot. Section 111.03(A) prohibits itinerant vendors town-wide except as part of an approved special event, meaning there is no general zoning district or public right-of-way where a food truck or cart can simply set up on its own.

The only lawful paths in are narrow: § 111.04 permits commercial yard sales of commercial products at an approved commercial establishment, capped at four events per 12-month period, no more than five consecutive days, using no more than 10% of required parking, never in a right-of-way, and only after Planning and Inspections Department approval; town-sponsored events and events on county property within the Government and Institutional-Public district are also allowed under § 111.04(C). Charitable special events under § 111.05 can include itinerant vendors, but the event itself must run no more than three consecutive days between 6:00 a.m. and 9:00 p.m., obtain written permission from the property owner, and comply with permit requirements administered by the Zoning Administrator under § 111.02 in cooperation with the Chief of Police, Fire Chief, and Public Services Director. Non-charitable special events built solely around itinerant vendors are prohibited unless separately approved by the Board of Commissioners under § 111.03(C).
