Springfield, OR Food Trucks & Mobile Vendors: Vending Zones (2026)

Section 7.810(2) limits food carts in the city's Downtown Food Cart Program to the downtown food cart program zone, which shares the boundaries of the downtown redevelopment zone: South A Street, Mill Street, B Street and 10th Street. Outside that downtown zone, section 7.474(6) governs a transient merchant operating a food cart, defined the same as a "mobile unit" under ORS 624.310(8): that cart may be located only on property zoned CC Community Commercial, MRC Major Retail Commercial, MUC Mixed Used Commercial, MUE Mixed Use Employment, HI Heavy Industrial, LMI Light/Medium Industrial, CI Campus Industrial, or PLO Public Land and Open Space.

Section 7.474(5) applies the narrower list of CC, MRC, MUC or PLO zoning to transient merchants generally, while subsection (6) widens the allowed zones specifically for food carts to add MUE, HI, LMI and CI. Section 7.470 clarifies that a vendor who already holds a vending-on-city-streets permit under section 7.802 or a food cart permit under section 7.810 is not treated as a "transient merchant" at all, so the section 7.474 zoning list applies to food carts operating outside those two licensing paths, such as those set up on private commercial or industrial property rather than city rights-of-way.
