Section 26-29(3) sets the citywide placement rules for mobile vending vehicles, mobile food units, and pushcarts. A unit may not park or be placed within 25 feet of the entrance or exit of any building, nor within 25 feet of any intersection. Vendors cannot secure a permanent or proprietary location on city property, meaning no unit may claim the same public spot day after day as though it were leased. A unit also cannot be parked or placed in any area that might impede or inconvenience the public, a standard the business licensing division and police apply to sidewalks, parking lanes, and rights-of-way citywide.

Inside a city park, vending is barred from every area except the sidewalk or another location the parks and recreation director specifically designates, which channels park vending away from lawns, playgrounds, and ramada areas. The section also forbids using bells, chimes, music, or other noise-making devices while the vendor is stationary. These placement standards apply regardless of whether the operator has obtained the § 26-29 business license exemption from community development director site review; complying with the placement rules is a separate, ongoing condition of operating.
