Article VII of Chapter 14 governs where a mobile food vendor can legally operate, and it starts from a flat prohibition: Section 14-162(a) makes it unlawful to keep, maintain, or conduct a mobile food vendor business at any stationary place or stand within the boundaries of any street, avenue, or sidewalk in the city, with a narrow carve-out for local ranchers or gardeners selling their own seasonal produce.
