Corvallis, OR Garage & Yard Sales: Frequency, Duration & Permits (2026)

Corvallis Land Development Code § 1.6.30 defines Home Business to include garage sales conducted by a Household member from a dwelling, and standard (f) of that definition sets the citywide frequency limit: no more than six garage sales in one calendar year at a residence, and each sale limited to two consecutive days. Garage sales get their own carve-outs from two of the six Home Business standards: standard (a), which otherwise bars any exterior sign or display, and standard (b), which otherwise bars outdoor storage of merchandise, both state plainly that garage sales are exempt.

The remaining standards, including standard (d)'s bar on excessive or unusual traffic and standard (e)'s bar on noise, smoke, or odor beyond normal residential levels, are not listed as exempt and continue to apply to a garage sale the same as any other Home Business use. There is no separate garage sale permit application in the Code; compliance is self-executing, and Community Development Code Enforcement investigates complaints under LDC Chapter 1.3 - Enforcement. A property in the City of Corvallis, Benton County, that exceeds the six-sale annual cap or runs a sale past the second consecutive day is in violation of § 1.6.30 as applied through the Home Business use standards, exposing the owner to the citation and penalty process set out in LDC § 1.3.60.04.
