4 (Garage Sales) regulates garage sales and estate sales, including estate auctions, citywide. Subsection A restricts merchandise to personal household items; items acquired for resale, or items assembled or manufactured on the premises including products of a home occupation, cannot be sold, and all transactions must occur on the property of the owner running the sale. Subsection B bars displaying any item for sale within the public right-of-way, keeping sale merchandise off sidewalks and street frontage. Subsection C sets the frequency cap: a sale or auction cannot exceed four consecutive days and cannot occur more than twice per calendar year on any one parcel.

That frequency limit does not reach the separate, ongoing sale of individually advertised items, such as a car or trailer listed for sale, provided those items are not displayed for public view (legally parked vehicles and trailers are excepted from that display restriction). 1 permit procedures where applicable.
