41(A) caps garage sales at one per calendar year per residential parcel: no garage sale is allowed from the same parcel of residential property in the city more than one time a year. A resident who wants a sale must first petition the Board of Public Works and Safety, which issues a permit valid for two consecutive days. The Board retains discretion to grant permits for additional sales beyond the one-per-year limit, or to approve events that include a garage sale as part of something larger, so a second sale in a year is possible only with the Board's specific approval, not as a matter of right.

41(B) requires anyone planning a garage sale to obtain the permit before conducting it. Permits are issued at the Board's regularly scheduled meetings, held on Thursdays, and a resident may apply either by correspondence or in person at the meeting.
