Hammond, IN Parking Rules: Loading Zones (2026)

Section 72.065 governs how a freight or passenger loading zone gets created in Hammond: the Police Department will not designate one on a private request unless the applicant applies for a permit and erects two signs marking the ends of the zone. Granting the permit costs the applicant $5 per year, paid to the City Controller, and the Police Department can attach conditions to the signs and require the applicant to reimburse the city if a sign is lost or damaged. Critically, every permit expires by its own stated date, which cannot exceed 10 days, so a loading zone permit is a short-term arrangement rather than a standing designation.

Separately, § 72.066 lets the Police Department set up temporary passenger and freight loading zones on its own initiative to relieve traffic congestion, posting signs that state the hours the zone is in effect. For zones designated as permanent freight loading zones in Chapter 77, Schedule II, § 72.068(B) is strict: no one may stop or park there for any purpose or length of time except the expeditious loading or unloading of freight and merchandise. A related provision, § 72.067, similarly limits taxi loading zones to licensed taxicabs loading or picking up passengers, with a brief exception for other passenger vehicles. Both §§ 72.067 and 72.068 carry a penalty under § 72.999.
