Hammond, IN Parking Rules: Preferential Parking Districts (2026)

Section 72.013 makes it illegal to park a motor vehicle in a designated resident-only parking area, listed in Chapter 77, Schedule VII, unless a valid resident sticker is permanently affixed to the lower left (driver-side) corner of the rear windshield, or the vehicle instead displays a visitor parking permit that a resident of the area has given a guest. Both stickers and permits come from the Chief of Police, and the Police Department issues them free of charge to residents and visitors alike.

To get a resident sticker, a household member submits a valid vehicle registration and adequate proof of residence to the Police Department for each vehicle in the household. The rule caps visitor permits at 3 per residence, also issued on proof of residence, and both stickers and permits stay valid for as long as the holder remains a resident of the area. Once a Resident Only Parking Ordinance passes, notice must be posted on a City of Hammond website and a copy filed at the Hammond Public Library. The Board of Public Works and Safety cannot designate a new resident-only street without first notifying the Common Council. A violation is one of the offenses itemized in § 72.999(B), carrying a $50 fine that doubles to $100 if unpaid after 60 days.
