Hammond, IN Parking Rules: Snow Removal Parking Rules (2026)

Section 72.008 of the Hammond Code of Ordinances gives the Mayor authority to declare a snow removal emergency after a 2-inch snowfall on main artery streets or a 4-inch snowfall on residential streets. Once declared, the odd-even system takes over: a vehicle parked on a public street must sit on the even-numbered side on calendar dates with an even number and the odd-numbered side on odd-numbered dates, with each parking "day" running from noon to noon the next day. No vehicle may be parked, stopped or left standing in any alley for the duration of the emergency, and the Mayor may also designate temporary one-way streets by posting signs.

A vehicle parked in violation of the Mayor's snow orders can be ordered removed and impounded at the owner's expense; the code caps removal at $15 and storage at $1 per day, and an unclaimed vehicle can be disposed of under I.C. 9-22-1 et seq. if the owner does not pay and reclaim it within 7 days, with proceeds going to the city's Snow Removal Fund. The city's stated policy is to send at least 2 snowplows into each Councilmanic district before crews move to the next area. A ticket for parking during a snow emergency is punishable under § 72.999(B) by a $50 fine, which increases to $100 if not paid within 60 days of issuance.
