Article II of Chapter 98 regulates garage and rummage sales inside city limits. Sec. 98-41(a) provides that "No garage or rummage sale shall be held within any residential district within the city limits of the city, which lasts for a period of more than three days without first obtaining a permit therefor from the zoning administrator in the planning and development department of the city." Sec. 98-41(b) sets the price at "a fee of $10.00 to the zoning department," and caps validity at two weeks, since "no permit shall be good for a period of more than two weeks." Sec.

98-42 then limits how often any one address can run a permitted sale: "No permit... shall be issued for any one location in a residential district in the city for more than one such sale during any six-month period." That combination means a resident can hold a garage sale of three days or fewer anytime without paperwork, but a longer sale needs the zoning administrator's permit and can't repeat at the same address inside six months. The rule sits in the secondhand goods chapter rather than the zoning ordinance itself, and Chapter 94's transient-vendor licensing scheme specifically exempts "garage sales held on premises devoted to residential use" from its separate $250.00 business license (Sec. 94-78(a)(6)), keeping ordinary residential sales under the lighter Sec. 98-41/98-42 framework instead.
