' The off-street parking standards at § 1108-A, item 24, set the ratio for free-standing stations: one parking space for every two charging bays, plus a minimum of one handicapped space, and let Convenience Type Grocery Stores count a charging bay toward the store's own required parking count. 06-A lists 'Charging Stations' among the uses permitted in the FSA-CMUD mixed-use subdistricts. Section 1108-A opens by putting the Zoning Administrator in charge of administering off-street parking citywide and allows a reduction of up to fifty percent of the otherwise-required spaces for any use, a discretion that applies to a charging-station installation the same as any other listed use.

Because the standard sits inside the general off-street parking article rather than a stand-alone EV chapter, a charging station is reviewed the same way as any other parking-generating improvement, through the site plan and permitting process the Zoning Administrator applies to off-street parking citywide.
