Sec. 118-326 of the City Code, titled 'Parking by painted curb,' states plainly that parking shall be prohibited on any area where the adjacent curb is painted except in regularly designated loading zones. It carries forward from Code 1971, Sec. 27-226, and sits in Division 1 - Generally of Article VI, Stopping, Standing and Parking, alongside the companion signage sections Sec. 118-323 (obedience to no-parking signs) and Sec. 118-325 (parking signs required), which together establish that a marking, whether a sign or paint on the curb itself, is what makes a restriction enforceable.

Because Sec. 118-326 does not specify a color code, the operative fact for a driver is simply whether the curb has been painted at all: any painted curb is off-limits for parking unless the city has separately designated that stretch as a loading zone under Sec. 118-335 and Sec. 118-336. This dovetails with the freight and passenger curb loading zone rules, which allow standing only for expeditious loading (three minutes for passengers under Sec. 118-337, 30 minutes for freight under Sec. 118-338), so a painted curb inside a loading zone is not a blanket parking space but a time-limited loading area.
