Article X of Chapter 18, Personal Property Sales in Residential Districts, regulates garage sales and similar events to keep them from functioning as informal businesses in residential neighborhoods, while making clear the article isn't meant to control individuals selling a few household items (§ 18-206). Section 18-207 requires a permit from the city collector, or another person the city manager designates, before anyone holds a personal property sale in a residential zoning district.
